Ornamental Pepper Planting Depth?

I recently bought seeds on eBay for the Black Pearl Ornamental Pepper. Came with growing information, but not a depth at which to plant the seeds. Anyone have experience with growing them or other ornamental peppers? What is the Planting Depth?
Again, these are from seed, so they are not live plants yet, they still need to germinate. I have grown several other plants this year, and some of them won’t germinate if they get planted too far down, and some of them if they are planted to high in the soil, they won’t grow properly.
